The End of Globalization

The 2016 U.S. presidential elections triggered emotions I had not felt for years. In 1998, Venezuela, where I’m from, elected a populist president who, like U.S. President Donald Trump, ran a campaign based on anti-establishment sentiments. Countries like Argentina, Bolivia, Brazil, and Nicaragua followed suit, and I began to wonder about the extent to which the benefits of neo-liberalism were really reaching the general population. Systematic research on the possible “end of globalization” was not taken seriously, at least not by many of the Western drivers of today’s political-economic order. But now Brexit in the UK and Trump have shaken faith in the conventional wisdom and have many asking, “Is this the end?”

Parlameter za dobro informirano javnost

Ekipa Parlameter, ki deluje v okviru inštituta Danes je nov dan, je zagnala spletno orodje Parlameter, ki z analizo glasovanj in transkriptov lajša spremljanje dogajanja v Državnem zboru.

Orodje je namenjeno splošni javnosti, novinarjem in medijskim hišam, raziskovalcem in razvijalcem ter vsem, ki jih zanima delo Državnega zbora. Parlameter analizirane podatke vizualizira in predstavlja v obliki samostojnih informacijskih kartic, ki jih je mogoče deliti na družabnih omrežjih ali jih vgraditi v druge spletne strani.

Med več kot sto tisoč unikatnimi karticami in skoraj dvajsetimi različnimi analizami lahko uporabniki najdejo informacije o zadnjih aktivnostih kateregakoli poslanca ali poslanke, pa tudi različne analize njihovega besedišča ali primerjave glasovalnih linij celotnih poslanskih skupin.

Orodje odlikuje napreden iskalnik, ki omogoča brskanje po parlamentarnih govorih in glasovanjih in tako poenostavlja spremljanje, izpostavljanje ter analizo specifičnih tematik.

Avtorji upajo, da bo prijazna uporabniška izkušnja dogajanje v parlamentu približala splošni javnosti. Parlameter želi prispevati k povečanju transparentnosti delovanja največje demokratične institucije in zanimanja splošne javnosti za demokratični proces.

Razvoj Parlametra je pred nekaj meseci, ko je bil izdelan prvi delujoč prototip platforme, v okviru fundacije DNI podprl Google.

Zakaj bi morali prepovedati robote ubijalce: Toby Walsh

Profesor umetne inteligence z Univerze Novega južnega Walesa Toby Walsh pojasnjuje, zakaj bi morali prepovedati robote, ki lahko kot avtonomno orožje locirajo, sledijo in uničijo tarčo. V svojem prispevku obravnava in ovrže pet tez, ki se običajno pojavljajo v prid argumentom razvoja takih robotov. Skupaj s svojimi kolegi je Walsh podpisnik odprtega pisma, v katerem pozivajo k prepovedi robotov ubijalcev.

Pregled dogajanj v EU – od begunske krize do parlamentarnih selitev

Na vrhu šefov držav in vlad EU v Bruslju so se prejšnji teden uspeli dogovoriti o nadaljnjih ukrepih pri spopadanju z begunsko krizo v Evropi (sodelovanje s Turčijo, povečanje pristojnosti in nalog agencije EU za zunanje meje Frontex). O prihodnosti Velike Britanije v EU niso razpravljali, ker britanski premier Cameron za zdaj še ni predstavil svojih zahtev, zato bodo o tem razpravljali na decembrskem vrhu. Zunanji ministri EU so se odločili, da za štiri mesece zamrznejo sankcije proti predsedniku Belorusije Lukašenku ter 170 drugim osebam in 14 organizacijam. Skupina evropskih poslancev pod vodstvom nekdanje poslanke Strasbourga Catherinne Trautmann, ki se zavzema za dokončno selitev Parlamenta iz Bruslja v Strasbourg, pa naj bi še v tem mesecu predstavila  svoje načrte.

The Greek crisis and the dysfunctional European political space

The democracy sceptics consider that all this is evidence that there can be no real EU-wide political space. Notwithstanding decades of – one would almost forget – largely successful European integration, we all continue to live in countries which are too diverse to enable us all to engage in genuine European political debate. There is no European political space.

Igreek-crisis-16t has been sad to see the Greek crisis gathering pace, culminating in a Eurozone summit which, on condition of deep and intrusive reforms, allows Greece to remain in the Eurozone, and offers the perspective of another bailout.  But no one is under any illusions that the crisis is resolved.  It is clear that European integration has reached a very low point, judging by the acrimonious debates at all levels: official, media, and social media.

This post does not comment on substance but on process.  If there is a silver lining to the crisis it is, in my view, the birth of a European political space.  The long-living mantra that the EU suffers from a democratic deficit is well known.  It is coupled with a profound scepsis about the potential for ever narrowing, let alone removing, that deficit: there is no European demos, only demoi.  Democracy continues…

In a recent piece for the New York Review of BooksFreeman Dyson reviewed Half-Life, a biography of Bruno Pontecorvo, a brilliant nuclear physicist and possible spy. Pontecorvo spent six years working on nuclear reactors in Canada, where he may or may not have passed information on to Soviet contacts. However, according to Dyson—who is himself a world-renowned mathematical physicist— even if Pontecorvo had been a spy, the overall effect of his information wouldn’t have been hugely important. Perhaps some of it might have been useful to Soviet bomb designers, but it wouldn’t have been a game changer. Furthermore, the Soviets already had two technical spies (Klaus Fuchs and Ted Hall) relaying information from Los Alamos.

This is where Dyson brings up an interesting distinction: that between technical and tactical spies. As a layperson, I’d always presumed a spy is a spy; however, in Dyson’s view, technical and tactical spies belong in entirely different categories. He…

Ameriški senat je po dveh letih prerekanj o tem, kaj in koliko objaviti, dne 9. decembra 2014 javno objavil del poročila o programu pridržanja in zasliševanja, ki ga je izvajala CIA pretežno med leti 2001 in 2006 kot odgovor na dogodke z dne 11. septembra 2001. Gre za 528 strani brez stopnje zaupnosti, ki so del 6700 strani dolgega poročila senatnega odbora o uporabi mučenja Osrednje obveščevalne agencije (CIA).
